A little context for you...

About Our Utility

The Freeport Sewer Plant is a fifty year old infrastructure that is nearing the end of it's lifespan. The district has been awarded funding through the USDA to perform much needed upgrades to the plant which will result in a safer, more environmentally friendly operation that will minimize impact on our surrounding natural resources. 

A diverse elected board is essential to ensuring that ALL of Freeport's citizens are represented and that their needs are considered in the planning and execution of a substantial upgrade of an aging infrastructure. While there are only around 1,100 rate payers in Freeport, a healthy and well functioning sewer plant impacts us all.

Know your options, educate yourself

While we share a commitment to protecting our estuaries, rivers and bay, as well as keeping rates stable, we are not running as a slate. In fact, there are more candidate profiles on this site than seats available.

We believe you, the voter should look at each candidate on their individual merits, and decide for yourself who best represents your interests. There is currently an abundance of misinformation being delivered to our community, and we look to promote equity in access to candidate platforms, and seek transparency and most importantly: Truth.


And Speaking of Truth: Many of you have been asking about two very confusing mailers that were sent out on behalf of the Cushing Briggs Candidates. Aside from being confusing, the mailers also contained some pretty glaring misinformation:

For example: “Then they got more money.
-More? [fork with spilling tortellini stops midway between plate and mouth|
-Yeah, there is something called Special Congressional Funds that are kinda no strings attached bonuses and they got $3 million more!”

To be clear: Freeport Sewer District did not receive Special Congressional Funds in 2024 (or prior) though they applied. They applied for funding to fix the RT 1 Force Main which is 25 years old and the source of many emergency repairs (leaks). 

While FSD made the short list, they DID NOT receive this funding.
 

How can we trust that candidates will do their due diligence as trustees, when the party responsible for these mailers cannot be bothered to check simple, verifiable facts?

There are many more lies or obfuscation of facts in these mailers, and We would ask voters: How can we be sure that a slate of candidates who all own real estate abutting the Sewer Plant would put the utility upgrades and what is best for the town before their own financial interests?

Hello, I'm Marissa Elliott. I am a fourth generation Freeporter (raising the 5th generation!). I grew up in South Freeport, playing on the banks of the Harraseeket and exploring the natural wonders of Casco Bay. The protection and preservation of our marine ecosystems is something near to my heart. My Grandfather was one of the founding members of the Harraseeket Yacht Club and one of it's first Commodores. 

My Mother Holly was a Freeport Librarian for over 35 years.  After living in Boston, Wilmington, DE, Manhattan and Portland, 

My husband and I find ourselves fortunate enough to raise our two sons in my hometown, this incredible community.

 I'm a local business owner: Lucinda's Day Spa & Hair Studio. I also co-own Harraseeket Heat Pumps, working with Efficiency Maine to move residential and commercial properties away from fossil fuels.

I plan to apply my financial management skills gleaned from owning and operating the largest day spa in Maine (43 employees) to keep rates as low as possible, and stay on schedule and within budget with infrastructure upgrades while continuing to focus on clean water and improved technologies such as phasing out the use of chlorine in favor of UV (part of proposed upgrades). 

Please read my objectives:

1- Create a website for the Sewer District to maintain transparency and deliver information in a timely manner to rate payers and the community about: Staff, proposed and scheduled upgrades, financials, charters and bylaws, as well as a place to post meeting minutes and annual reports. 

2- Facilitate upgrades and continual maintenance of Freeport's aging wastewater infrastructure and ensure it keeps up with the town's stated growth objectives (Comprehensive plan).

3- Ensure a continued commitment to clean water and preservation of estuaries, rivers and ocean. Currently FSD is required to remove 85 % of TSS and BOD. The plant, by design, can remove 87% but has regularly outperformed in the last two years with an average of 99% month after month. 

4- Ensure the sewer district continues to operate for the benefit of ALL of Freeport.

For people who don’t know me, I grew up on Cove Road in Freeport and graduated from Freeport High School in 1978. I’m a proud father to step-son Sean, son Joe and daughter Tia. I live with my partner Rose on Durham Road, where I operate a self-service retail clam business. I come from a family of fishermen and while it doesn't seem possible to me, I've been clamming in Freeport for 50 years! 


My livelihood depends on clean water in the Harraseeket River and Casco Bay. I can't make a living if the plant is not doing its job. During my tenure, I've taken the plant from one of the worst performing in the state to one of the best. Now, the plant routinely cleans the wastewater to higher standards than the state and the EPA requires. During my time we moved to solar electricity and the finances have improved dramatically. We also were awarded 20.1 million dollars  by USDA in the form of a grant and a low interest loan, to update the 50-year old wastewater treatment system.


I’ve served five terms as a Freeport Sewer District Trustee and am pleased to be running for another term to finish the job I started. I'll  make sure the special interest slate from Cushing Briggs does not stop the planned sewer upgrades that FSD needs to meet wastewater treatment demands for the next 30 years. If elected I will not let NIMBYs stop what is best for all of Freeport.

The Freeport Sewer District has an elected board of Trustees. This board has the ability to shape the trajectory for the entire town of Freeport. Having a board that is made up of citizens from different

neighborhoods and with different viewpoints is

essential. If elected, I will make sure all of Freeport

interests are represented.

I am a graduate of University of Maine Farmington with a BA in Outdoor Recreation Business Administration, as well as Freeport High School. I look forward to the opportunity to serve my hometown through civic duty and engagement with next generation of Freeport's leaders.

The board has some consequential decisions to make in the near future which will significantly effect the rate payers, the immediate
neighborhood and those that use, live, and work on the nearby waterways.
Freeport is a special place and we have an awesome responsibility to mange it responsibly for everyone here now and those that are to follow.

I think my previous experience will allow me to be a fair , balanced , and thoughtful new addition to the board.  Specifically I have worked as a Test Engineer, a Software Engineer, and spent 20 years running a commercial and residential real estate firm here in Maine.

  With this I believe I have the experience and education to handle what looks like more than a few fiscal and technical discussions coming
before the board in the next session.
I would appreciate your vote and would take great pride in being allowed to serve Freeport in this capacity.
